DSUA — Ukrainian Digital Sovereignty Alliance
De Novo has joined DSUA to work alongside Ukrainian technology companies to develop the national cloud infrastructure, protect critical data, and support the technological independence of the state and the business sector.
DSUA brings together Ukrainian technology companies that are developing local digital infrastructure: cloud platforms, data centers, data storage and processing services, and solutions for cyber resilience and business continuity. The alliance helps Ukraine ensure digital sovereignty by reducing dependence on external platforms for critical digital services.
The DSUA’s goal is to strengthen Ukraine’s control over critical data, infrastructure, and technology services. For the state and businesses, this is not merely an IT issue, but also one of security, regulatory compliance, economic resilience, and the ability to manage digital processes within Ukrainian jurisdiction.
What is digital sovereignty?
The continuity of government services, business processes, and the protection of sensitive information depend on whose jurisdiction the data falls under and who actually controls access to it.
As the DSUA notes, “Digital sovereignty is the ability of a state to independently govern its digital infrastructure, data, and the rules of the game in the digital space”.
For Ukraine, this is particularly important amid war, cyber threats, and high dependence on external technology platforms. Sovereignty in the digital sphere does not mean isolation from global services, but rather the ability to independently determine which data should remain in Ukraine, which systems require local infrastructure, and how to ensure their security.
For businesses, this is also a practical matter of regulatory compliance, risk management, and economic resilience. Companies that handle critical data, financial transactions, government registries, medical information, or industrial systems require infrastructure with predictable jurisdiction, local expertise, and clear access rules. That is why the topic of digital sovereignty is shifting from the political sphere to concrete IT solutions: cloud computing, redundancy, disaster recovery, cybersecurity, and on-premises data centers.
